Establishment of the Case Management Office:

The concept of case management was not born overnight but was the result of long and arduous efforts by the global legal systems. It emerged from the need evident in every society. Qatar has not been far from these developments and has always been keen on developing its legislation. In 2022, Law No. 21 was issued regarding the establishment of the Investment and Trade Court. Article 16 stipulates the creation of an office called "Case Management Office," consisting of a president from among its judges, and a sufficient number of judges, judge assistants, legal experts, and administrators, selected by the court president. The last paragraph of the mentioned article states that "a decision by the council shall be issued to determine the procedures and mechanisms of the Case Management Office," and the council has issued its decision in this regard, including several procedures and matters aimed at expediting the resolution of disputes presented to the judiciary.

Definition of Case Management:

It is the early control of a judicial case by placing it under the supervision of a judge, a judge's assistant, or a legal researcher who monitors all its procedures from the moment of its registration. This includes ensuring the completion of any deficiencies in the parties' data or documents, payment of the prescribed fee, verification of proper notifications, allowing the parties to exchange memoranda, monitoring their deadlines, writing a report on this, and then referring it to the competent court.

The idea is based on distinguishing between the procedural function and the judicial function during the progress of the case, where the Case Management Office oversees the procedural tasks related to the case file.
