The Investment and Trade Court Law, issued by Law No. 21 of 2021, was enacted in accordance with the directives of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State “may God protect him,” to expand the establishment of specialized courts to ensure prompt justice. The law is one of the proposals included in the national initiative to develop justice systems.
It is fortunate that the one-year anniversary of the Investment and Trade Court’s commencement of its legally mandated responsibilities coincides with the issuance of the Judicial Authority Law, issued by Law No. 8 of 2023, which His Highness “may God protect him” recently promulgated, reflecting the utmost importance and unlimited support he gives to the development of the judiciary.
It should be noted that the Investment and Trade Court has contributed, through the newly introduced procedural texts, to shortening the duration of litigation and accelerating the pace of resolving investment and commerce disputes. The court has set a precedent in judicial work by being able to resolve cases within a month, which has become a normal rate for some cases. It is hoped that this duration will be reduced. The administrative and logistical equipment of the Investment and Trade Court building and the completion of the technical infrastructure supported by artificial intelligence systems have contributed to facilitating judicial work and improving quality, fulfilling the aspirations of the wise leadership and the leading status of the state in various fields, especially the economic status of the state and enhancing the attraction of foreign investments to support the achievement of Qatar National Vision 2030.
The Investment and Trade Court is the first of the specialized courts to be established, and it is hoped that this experience will bear fruit in achieving prompt justice and improving the efficiency of the judiciary, to become a model applied to all courts and an example to be followed in comparative judicial systems in Arab and international countries. Judicial consultations have begun with the judicial authorities of brotherly and friendly countries to benefit from the State of Qatar’s pioneering experience in developing justice systems and transitioning to digital judiciary.
