The establishment of a specialized court in the field of investment and trade in the State of Qatar, in accordance with Law No. 21 of 2021, represents a significant step towards the development of the judicial system. It embodies the vision of His Highness Sheikh Tamim Hamad Al Thani, the Emir of the State of Qatar, aimed at achieving sustainable economic growth and attracting foreign investments.
Since its inception, the court has played a pivotal role in facilitating judicial procedures. Thanks to the efforts of our dedicated team, we have made remarkable progress in this field. The Court now operates on a comprehensive electronic system that allows the public to register and track cases easily and effectively, enhancing the speed and transparency of issuing judgments.
Simplifying litigation procedures is one of the Court's main objectives. We aim to create a stable and attractive investment environment that supports sustainable economic growth. Investors feel confident and legally secure under an efficient and fair judicial system. The introduction of the electronic case management system, a hallmark of our court, has reduced procedures and saved time and effort for litigants while maintaining the highest standards of justice and transparency. It also facilitates easy access to judicial information and documents and ensures security and confidentiality in handling data and information.
Additionally, the court provides advanced services to visitors through the self-service office, allowing litigants to register and track their cases electronically with ease. This office is one of the significant innovations offered by the Court, making it a model to be emulated by other courts worldwide in the commercial and investment sectors.
The Court has also signed several agreements and memorandums of understanding with various institutions and companies, both domestically and internationally, to strengthen the judicial system, provide a supportive legal environment for business and commerce, improve the quality of services, and ensure the efficiency and effectiveness of the litigation process.
We strive for development and modernization, leveraging technology to enhance judicial performance and find effective solutions for conducting remote trials. This enables the possibility of holding court sessions electronically efficiently, without the need for personal attendance, thereby facilitating and speeding up procedures.
The efforts of everyone involved have made this achievement possible, and we are proud of our contribution to the development of the national economy and the realization of Qatar National Vision 2030 and its ambitious economic future goals.
His Excellency Judge Khalid bin Ali Al-Obaidly was appointed President of the Investment and Trade Court in 2022 AD.
His Excellency Judge Khaled bin Ali Al-Obaidly holds a master's degree with honors from Birkbeck, university of London. He obtained a law degree from Cairo University in 1995.
Career development:
• On September 12, 2024, His Excellency was appointed Vice President at the Court of Cassation.
• In 2022, His Excellency was appointed President of the Investment and Trade Court.
• February 2020, His Excellency was appointed President at the Court of Appeal.
• In 2015, His Excellency became Vice President at the Court of Appeal, during which he worked in the administrative, civil and criminal departments.
• In 2008, he was promoted to a judge at the Court of Appeal.
• In 2008, he was appointed President of the Court of First Instance and a member of the Supreme Judicial Council.
• In 2004, he was appointed a judge in the High Civil Court and the like.
• In 1999, an Amiri decree was issued appointing him as a judge in the minor civil court and the like.
• February 1996, His Excellency joined the judicial courts as an assistant judge.
Achievements:
• In 2013: Appointed as Vice President of the Court of Appeal, where he worked in administrative, civil, and criminal chambers.
• In 2019: Chaired the committee for studying the establishment of the Investment and Trade Court and drafting the proposed law.
• In 2021-2022: Supervised the establishment of the Investment and Trade Court, contributing to the development of its legal and administrative foundations.
• In 2022: Appointed as President of the Investment and Trade Court, overseeing all judicial and administrative activities.
• In 2024: Appointed as an expert in the International Commercial Law Experts Committee, providing specialized consultations on international commercial cases.
Qualifications:
• In 1995 AD: He obtained a law degree from Cairo University - Arab Republic of Egypt.
• In 2016: He obtained a master's degree with honors from Birkbeck, University of London - United Kingdom.
Specialized Courses: His Excellency participated in specialized courses in the formation of courts and the judiciary, in the following countries: Tunisia, France, Britain, and Singapore.
Participation in conferences: His Excellency participated in several conferences as a representative of the Supreme Judicial Council.
