The Minister of Justice of the Syrian Arab Republic, Dr. Mazhar Al-Wees, affirmed that his recent visit to the State of Qatar provided an opportunity to learn about the country’s pioneering experience with the Investment and Trade Court, which he described as one of the most unique experiences at this stage, forming key pillars of an investment-attractive judicial environment that combines credibility, efficiency, and advanced administrative procedures.

In his statements to Qatar News Agency (QNA), Dr. Al-Wees noted that what he witnessed in Qatar reflects openness, seriousness, and a comprehensive reform initiative that began with the national program for judicial and legislative reform. He praised the ongoing efforts to modernize the justice system, including the Investment and Trade Court, which represents one of the key elements of this advanced experience in strengthening confidence in the business and investment environment.

The Syrian Minister explained that there are broad prospects for cooperation between the Ministries of Justice in Qatar and Syria, with an understanding to intensify collaboration and send specialized teams to various judicial centers to benefit from the detailed Qatari experience in a way that supports the development of Syria’s judicial work.

He also referred to the ongoing digital transformation at the Syrian Ministry of Justice, confirming that the ministry is working to introduce electronic services to facilitate citizens’ access to justice despite limited resources and many challenges. He pointed out the signing of a memorandum of understanding with the United Nations Development Programme (UNDP) to assess the digital transformation initiative and expand the delivery of electronic judicial services.

Dr. Al-Wees added that Syria’s Ministry of Justice faces major challenges due to the accumulation of cases following the return of refugees and citizens from abroad. He explained that the pressure on courts has exceeded capacity and that the ministry is working to restore the military judiciary, rehabilitate damaged courts, and secure judicial personnel and the necessary administrative and logistical infrastructure.

The Minister concluded by emphasizing that the ongoing efforts to reform the judiciary in Syria, together with lessons learned from leading experiences such as Qatar’s commercial and investment courts, will contribute to establishing a fair legal and investment environment and support the country’s national recovery process. He noted that these steps form part of a comprehensive vision aimed at strengthening the rule of law and institutional justice in Syria.
