His Excellency Sheikh Khalid Khalifa bin Abdulaziz Al Thani, Prime Minister and Minister of Interior, chaired the regular meeting held by the Council this afternoon via video communication technology.
After the meeting, His Excellency Dr. Issa bin Saad Al-Juffali Al-Nuaimi, Minister of Justice and Acting Minister of State for Cabinet Affairs, made the following statements:
At the beginning of the meeting, the Council raised its highest congratulations and blessings to His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the country, on the occasion of the blessed Eid Al-Adha, asking God Almighty to restore this blessed occasion to His Highness with good health and happiness. Our dear country and its loyal people are enjoying more glory, goodness, growth and prosperity under the wise leadership of His Highness.
The Council also expressed its support for the Qatar Olympic Committee's official request to the International Olympic Committee to join the "continuous dialogue" on hosting one of the next editions of the Olympic and Paralympic Games, starting from the 2032 edition.
The Council affirmed that the State of Qatar is fully qualified to host one of the Olympic and Paralympic Games for the first time in the Middle East, due to its distinguished organizational expertise, integrated infrastructure, modern sports facilities, and a comprehensive development renaissance, and for its prestigious position on the international sports arena. To organize the 2022 FIFA World Cup, after its distinguished hosting of many regional, continental and global sports tournaments, and for its continuous and fruitful efforts to develop sports locally and globally as an effective way to promote world peace and spread a spirit of cooperation, solidarity and fraternity among the countries and peoples of the world.
The Council then listened to the explanation given by His Excellency the Minister of Public Health on the latest developments and developments to limit the spread of the Coronavirus (COVID-19), and the Council affirmed the continuation of work with the measures and precautionary measures that have been taken in order to combat this epidemic.
After that, the council considered the topics on the agenda as follows:
First - Approval of the draft law establishing the Investment and Trade Court and the law for its issuance.
The draft law was prepared within the framework of the initiative to develop justice systems and create an investment-attractive environment in line with other steps taken by the state in this regard. The Council of Ministers had approved the requirements for establishing the court, including the allocation of an independent headquarters and a special budget for the court, and the appointment of a specialized judicial team and the provision of a trained functional cadre for the court.
The draft law included provisions related to the establishment, presidency, management, and organizational structure of the court, its headquarters and budget, the departments that comprise it, the formation of each department and its jurisdiction, the establishment of an electronic system for recording claims and requests in the matters of which the court is concerned, all appeals against judgments and grievances from orders issued by it, and the establishment of a management office lawsuit.
The project also included procedures to ensure the speedy settlement of commercial cases and disputes, and the implementation of court rulings.
Second - Approval of the two draft urban planning law and its executive regulations.
The preparation of the draft law comes with the aim of completing the requirements for implementing the comprehensive urban plan in the State of Qatar and within the framework of the urban development strategy and preparing legislative tools related to the competencies of the Ministry of Municipality and Environment.
